There is a sense in which Palpatine's true triumph was over a decade before the end of the Clone Wars, when he orchestrated his ascension to Chancellor in Star Wars: Episode I – The Phantom Menace. Palpatine slowly gained more and more power and sway within the Galactic Senate. He did not fight his enemies directly, but rather used their own strength to further his own ends. Instead of leading the Separatists in their battle against the Republic, he fooled them into believing they were fighting for reform – and used them as a pretext to gain emergency powers.
